Resale royalty legislation

Hi,
I would love to see posts from people with concerns about the ramifications of the new resale royalty legislation.
My major worry is about how Aboriginal artists who get paid cash and don't have too much financial administrative knowledge will be able to handle future royalty payments when a good proportion of them are on some kind of social security income.
Can you imagine the problems they will have when the dept learns of their royalty payments on resold art works, and their social security payments get cut off until such time as they can provide some sort of accounting records of the paintings they've sold for cash!
I agree artists should receive royalties on resales through the new legislation, but it will cause major problems for indigenous artists who have no administrative skills, and who invariably got ripped off price-wise for their work.
Forum members' comments would be greatly appreciated.
